The insurance market in Ukraine is quite dynamic, especially in the last 7 years. Covid times brought most products online, and also added new programs and conditions provided for the risk of Covid-19. The full-scale war also affected the insurance sector - for example, the Green Card became electronic, and most car owners add the “Military Risks” option to Casco insurance.

Since January 1, 2025, the new Law of Ukraine " On Compulsory Civil Liability Insurance of Owners of Land Vehicles " has been in effect, which has radically changed the rules of the game and participants in the insurance market. Therefore, many questions arise among motorists, which we asked Mykita and Iryna Kirin, who work every day to introduce innovations into the KIRINS platform, the owners of which they are.

Irina, what auto insurance policies became popular during the war?
In the first days of the full-scale invasion, Ukrainians began taking out Green Card policies en masse, which is car insurance for traveling abroad. And, as it turned out, neither insurance companies nor border services were ready for this.
As of February 24, 2022, this insurance product was not adapted for online sales, and paper forms quickly ran out. Then, a 50% discount was introduced at the state level for short-term registration, and then the need to have such a policy when traveling to certain countries was completely canceled. Ukraine was really supported, it was felt in any area.
Mykyta, what are the main changes to the Avtocivilka product introduced by Ukrainian law since the beginning of 2025?
Of course, the most noticeable thing that transport owners noticed in this product was a significant increase in tariffs.
But in fact, conditions have improved greatly:
The amounts of insurance risk coverage have become larger, now they are 250 thousand UAH for property and 500 thousand UAH for health. However, before the changes, the limits were 160 thousand and 320 thousand UAH, respectively.
The concept of deductible has disappeared. Now all OSAGO insurance policies are issued with a zero deductible, which is, of course, a plus for the victim, because this is the amount that the perpetrator had to pay each victim on the spot. Instead, now the entire amount of losses (within the insured amount) is paid by the insurance company to the victim.
By the way, it is interesting that changes have also occurred in this process. Now, for all insurance companies on the market, direct settlement of losses will be in effect, which means that the company with which you took out the policy will pay, and not the insurance company of the at-fault party. Try to catch the logic - before you chose a cool company for someone you might hit, and now for yourself. That's cool!
In fact, there are many more changes that can be listed. Now, car wear and tear will not be taken into account, and even an outdated car will be paid as if it were new. Also, the insurance company will be able to transfer funds directly to the service station, etc.
By the way, Iryna, is it true that now all beneficiaries also have to take out a policy? Previously, they had privileges.
Yes, changes have been made in this area as well. The privileges remained, but instead of the ability to use a car without an insurance policy, a 50% discount was made at the state level for all car owners in preferential categories.
These include:
war participants
pensioners
people with disabilities of 2 groups
victims of the Chernobyl disaster (1st and 2nd categories)
At the same time, control has been tightened: the benefit applies only to 1 car owned, which is used only for personal purposes (not as a taxi or other work tasks), the engine capacity of which does not exceed 2500 cm 3 .

Such changes are easily explained - just look at the statistics of road accidents in Ukraine in 2022-2024. In the absence of the need for beneficiaries to take out a Civil Liability policy, they were the ones who most often got into road accidents. Nowadays, this is understandable - in the absence of traffic rules in the most dangerous places in Ukraine, a person ends up in a big city and does not have time to adapt. But insurance is also a business. If someone needs a payment, then someone has to pay for it in advance.
Can all beneficiaries receive a discount on the AutoCivilka policy?
Iryna shared the real picture as of today: “If at least one of the previous points is not met, for example, the engine capacity is too large or the whole family has registered cars for a beneficiary, then, of course, it will be impossible to take advantage of the discount.”
But, there is another nuance. Since companies are actually not receiving insurance premiums, but, as Mykyta has already emphasized, payments have increased significantly, insurance market participants have severely limited the share of preferential contracts in their insurance portfolio.

Today, in most Ukrainian companies, this share is 10%. Therefore, if a person who falls under all of the above conditions applies to their insurance agent, they may be refused due to the overlimit at the time of application.
Yes, of course, tomorrow such an opportunity may appear again, but you need to monitor and “hunt” for offers from insurance companies. Our website has already noticed such hunters who monitor the availability of offers or wait for new ones from the desired insurance company.
Nikita, please tell us more about insurance for training cars and taxis. Are there any restrictions when insuring such cars?
Of course, vehicles used in taxis and driver training have a higher risk of getting into an accident, so the insurance conditions are indeed different. Insurance companies simply set a higher coefficient when calculating the tariff for these vehicles.
