The patrol police reported that the locations of TruCAM use are determined taking into account the accident rate, and service vehicles with blue flashing lights on must be in a visible place.

That is, a stationary camera works without the driver stopping, while TruCAM is usually associated with patrol control in a specific area. But both options have the same goal - to record exceeding the established speed limit.
