If the car owner is abroad, this does not mean that the sale or re-registration of the car should be postponed until returning to Ukraine. As of August 5, 2026, there are two main working options: to register the sale online through the Diya application or to issue a power of attorney to a representative who will contact the service center of the Ministry of Internal Affairs in Ukraine.

The most convenient scenario is online sales through Diya. It is not suitable for all cases, but it allows the seller and buyer to conclude a contract without a personal visit to the service center. The second scenario is a power of attorney: the owner draws it up at the Ukrainian consulate or a foreign notary, and the representative in Ukraine signs the contract and carries out re-registration.

The main thing is not to confuse a “power of attorney for the use of a car” with a full re-registration. A real change of owner occurs only after the contract is drawn up and the data is entered into the registration system of the Ministry of Internal Affairs.

When there is a need to re-register a car from abroad

Most often, the situation looks like this: the owner has left abroad, the car remains in Ukraine, and it needs to be sold, donated, or re-registered to another person. Another common option is that both the seller and the buyer are in different cities or countries and want to make a deal without going to a service center of the Ministry of Internal Affairs.

Re-registration may be necessary if:

  • the owner is selling the car in Ukraine, but is abroad;

  • the car must be registered to a relative or a new buyer;

  • the seller cannot come to the service center due to service, treatment, work or other circumstances;

  • the buyer wants to obtain an official registration certificate in his name;

  • It is necessary to avoid risks when the car is actually transferred, but the legal owner remains the old person.

The last point is especially important. If you transfer a car “by proxy” without changing ownership, fines, tax issues, restrictions, accidents, or other legal consequences can create problems for the person to whom the car is still registered.

Option 1: sale and re-registration of a car through Diya

Online sales through Diya are the fastest way if the transaction meets the terms of the service. According to Diya, only individuals can use the service, and the seller can do this once a year. To conclude a contract in the application, the seller must have an ID card or a passport or residence permit, a state registration certificate, a vehicle registration certificate, and a registered place of residence.

This option is convenient if the owner is abroad, but has access to Diya, Diya.Signature and all required documents are displayed in the application. The buyer must also go through the procedure in Diya and sign the documents electronically.

During an online transaction, the vehicle is automatically checked in the Unified State Register of Vehicles of the Ministry of Internal Affairs. If the car is wanted, under arrest, or has restrictions on the owner, the transaction will not be confirmed, and the application will show the reason for the refusal.

How online re-registration works in Action

The scheme looks like this:

  1. The seller opens the service in Action.

  2. Checks data about yourself and the vehicle.

  3. Forms a purchase and sale agreement.

  4. Sends a QR code or link to the buyer.

  5. The buyer checks the contract, chooses the license plate and certificate format.

  6. Both parties sign the documents with Action.Signature.

  7. The data is checked in the registers.

  8. The Ministry of Internal Affairs service center issues a new registration certificate.

  9. The buyer receives an electronic document in the Deed, and if necessary, a plastic certificate and license plates via delivery.

If the buyer keeps the current license plate, the car can be used after the electronic certificate appears in the Registry. If the buyer chooses a new DI series license plate, the vehicle can be used after receiving the new license plate.

When Action Doesn't Work

The action is not a universal method for every transaction. Online re-registration may not work if the seller or buyer is not an individual, this is not the seller's first sale this year, the required documents are not in the application, the car is seized, wanted, encumbranced, or the data in the registers does not match.

The Main Service Center of the Ministry of Internal Affairs separately explains that in the event of a refusal to act, the parties may contact the service center of the Ministry of Internal Affairs. The buyer and the owner of the vehicle or an authorized person acting on the basis of a properly executed power of attorney must arrive there.

Therefore, before planning a transaction, it is worth checking whether the documents are displayed in Action, whether Action.Signature is activated, whether there are any restrictions on the car, and whether this is truly the seller's first sale in the calendar year.

Option 2: re-registration via power of attorney

If the Action is not suitable or the owner wants to act through a representative, a power of attorney is required. It gives the authorized person the right to represent the owner's interests in Ukraine: contact the service center of the Ministry of Internal Affairs, submit documents, conclude a purchase and sale agreement, make payments, and perform registration actions.

The State Center of the Ministry of Internal Affairs explains: if the owner is abroad, the power of attorney can be issued by a foreign notary or at the consulate of Ukraine. If the document is issued by a foreign notary, it requires an apostille for the countries participating in the Hague Convention, and in Ukraine - a translation into Ukrainian with notarization. If the power of attorney is issued at a consular institution of Ukraine, an apostille and translation are not required.

Consular power of attorney or foreign notary

Foreign notary. This option may be faster in a specific country, but the document must be properly legalized for Ukraine. The Ministry of Foreign Affairs explains that a notarial statement or power of attorney can be executed by a notary in the host country, but for use in Ukraine, such a power of attorney must be legalized or apostilled.

In practice, this means: if you are issuing a power of attorney abroad not at a Ukrainian consulate, check in advance whether an apostille, consular legalization, translation, notarization of the translation is required, and what wording of the powers of attorney the Ministry of Internal Affairs service center will accept.

What must be written in a power of attorney

The power of attorney should not be general, but rather specific. The representative should be authorized specifically to sell or re-register the vehicle. If the document only contains the right to use the car, this may not be enough to conclude an agreement and re-register.

The power of attorney should state:

  • owner details;

  • representative details;

  • make, model, year of manufacture, VIN, license plate of the car;

  • the right to represent interests in service centers of the Ministry of Internal Affairs;

  • the right to submit and sign applications;

  • the right to enter into a contract of sale, gift or other necessary contract;

  • the right to receive or submit registration documents;

  • the right to pay fees, charges and taxes;

  • the right to undergo an examination or expert study, if necessary;

  • the right to receive a registration certificate and license plates;

  • validity period of the power of attorney.

The Central Registration Center of the Ministry of Internal Affairs emphasizes that the representative must have a properly executed power of attorney with the authority to carry out registration actions, and before applying, it is worth making sure that the document contains all the necessary powers.

Why you shouldn't issue a power of attorney only for the buyer

An important nuance: a representative who has a power of attorney from the owner cannot register the car in his own name, because he acts on behalf of the seller. The contract requires two parties - the seller and the buyer or their representatives. The State Center of the Ministry of Internal Affairs advises to issue a power of attorney in advance for at least two people so that the conclusion of the deal is possible.

A typical mistake looks like this: the owner abroad issues a power of attorney to the future buyer so that he “draws up everything himself”. But the buyer cannot simultaneously fully act as a representative of the seller and register the car in his own name. To avoid blocking the transaction, it is better to choose a separate representative of the seller or indicate several persons who will be able to act in Ukraine.

Taxes on car sales

Taxes depend on the number of sales in a calendar year and the type of vehicle. For individuals, the first sale of a passenger car, motorcycle, or moped during a calendar year is not taxed. The second sale is taxed at a rate of 5% of the vehicle's value plus a 5% military levy, and the third and subsequent sales are taxed at 18% plus a 5% military levy.

For trucks, buses, trailers, and other movable property, the rules are different: the first and second sales in the year may also be taxed at a rate of 5% plus military levy.

If you are a buyer, do not limit yourself to the seller's words or screenshots of documents. The car must be inspected before signing the contract. In the Driver's Electronic Account, you can get information about vehicles and use the VIN code check, including encumbrances.

The State Center of the Ministry of Internal Affairs also warns about fraud when buying and selling cars online and emphasizes: you can only draw up a purchase and sale agreement online through the official state service - the Diya application. As a result of the procedure, the new owner receives a registration certificate, which is displayed online in the Driver's Cabinet and in Diya.

Practical minimum for the buyer:

  • check the VIN;

  • verify data in documents;

  • check for restrictions and encumbrances;

  • do not transfer the full amount before the contract is signed;

  • do not sign dubious “preliminary” documents;

  • do not use intermediaries who promise to bypass official procedures;

  • If possible, order an expert study.

Typical mistakes when re-registering a car from abroad

The first mistake is to think that a power of attorney automatically changes the owner. No. It only gives the representative the right to act on behalf of the owner. The owner changes after the agreement and re-registration.

Diya is best suited for a simple transaction between individuals, when the documents are in the application, it is the first sale of the year, there are no arrests or restrictions, and the parties can sign the contract with Diya.Signature.

A power of attorney is required if the online service is not suitable, the seller cannot use the Action, documents are not displayed, a more complex agreement is required, there are representatives of the parties, or re-registration is required through the Ministry of Internal Affairs service center.

In most simple cases, it is more convenient to start by checking the possibility of registration through Diya. If the system shows a refusal or the conditions are not met, then it is worth moving on to the scenario with a power of attorney and a service center.

Step-by-step algorithm for an owner abroad

  1. Check whether your passport, RNOKPP, car registration certificate, and place of residence are displayed in the Action.

  2. Activate Action.Signature.

  3. Specify whether this is the first sale of the vehicle this year.

  4. Check for arrests, warrants, liens, or other restrictions.

  5. Agree with the buyer on the method of registration: Action or service center.

  6. If you choose Action, complete the contract in the application and sign it electronically.

  7. If you need a power of attorney, get it issued at the Ukrainian consulate or at a foreign notary with subsequent apostille/legalization and translation.

  8. Give the representative the originals or properly executed documents required for the transaction.

  9. Check tax and payment issues.

  10. After re-registration, make sure that the car is no longer displayed under your name as the owner.
